Can customer suggest price to pay for the product?

let say I have a paticular item where I want the user to choose a price to pay for it can I be done using only presta shop?

I think there is a module you need to purchase for this option. Are you talking about like auction type selling? If so then there is a module. just go to addons site and search for it.

I changed the topic title more clear. Exactly as clayton29657 said, this is non available by default and probably you must buy commercial solution for this feature. I don't know any, but maybe someone else knows

The closest module I could find in Prestashop add-ons that's similar to a "Best Offer" module is the Customized Quote module.

it is not really a auction type thing more of a promotion thing I am considering where users would choose a price for the products they want.Hopefully a stunt like that can generate a lot of traffic.Can it be done?

Then you would have to get a Name Your Price module or Best Offer module custom developed for whichever version of Prestashop you're using for your online store.
