Hi, requiring a little help regarding the set up of delivery or my website

Hi all, i'm after a little help regarding the set up of the postage/delivery side of my website.

 

My version is 1.4.7

 

Origionally I had United Kingdom set up as 'Country' and 'England, Ireland, Scotland and Walres' all set up as states.

 

I'm now looking to change this but got quite a few problems so I'm hoping someone can help me out.

 

I'm now simply looking to set these all up as 'Countries' but unsure what to put in the zone, countries, state tab and which to keep clear.

 

All the countries postage prices will be the same.

 

Also then, regarding the carrier option, which boxes am I suppose to click/unclick in the 'customer group access' and what is to be done with the 'zone' tab please.

 

Last of all, the 'out of range behavour' has been set to 'apply the cost of the highest defined range'

 

Hoping someone can help me out please.
