Persisting Tax issue

I am not able to disable tax in general, it won't work, since it will show always when somebody checks out, how can i fix, where should i look for it?

try these steps

1) Localization> Taxes - Tax Options - Enable Tax - set it to no

or if not working & if u want to do it from database

 

database>ps_configuration>ps_tax

edit under column 'value' select checkbox for making NULL & click 'GO' to save

I have it null, but it still shows up in the frontend, can't understand why this is happening
