Shipping BUG following

This is a new bug that may be associated with:

The BUG is always related to Shipping and Carrier selection.

In order to figure out how to solve the issue I try to :

1 Rename the Carrier , remove few Zone save.

2 Open the product and save the Carrier associated with the product with the new name

3 go to shipping and click save the new setting

4 try to access the store as a customer (the customer see Free shipping even if the Free shipping is denied) no carrier available.

5 log in as a customer ( the highest price for the carrier is now auto added without checking the product weight)

6 I set to accept Guest Login but this error pop up:

TECHNICAL ERROR: unable to save account

Details:

Error thrown: [object Object]

Text status: error

7 - Guest checkout do not work.

Could all this problem maybe will be associated with the .htaccess file? or the php limitation to 1000 for max_input_vars."?
