How to add attributes to categories?

I sell boots and I am trying to figure out why the customer can add items to their cart without even choosing an attribute.

Here is what I am talking about:

Normal item page (has the attribute boot width):

What do you recommend to fix this? Is there anyway to add the drop-down menu?

Found another post on how to remove the "add to cart" in the categories. Will just wait for this in a new version.
