Corrupted - Localization - Tax Rules - Edit seems to be Corrupted

DISREGARD THIS - I emptied the browser cache, retried it, and it seems to be working fine now!

 

I have been trying to figure out this latest version of PS. I am finally happy with the layout and modules, etc. BUT - I have not been able to set tax for Canadian provinces. I have followed all the procedures and after much reading I have come to see that the tax rule editing page is Corrupt. When I pushed the edit icon today, a bunch of data, fields, or whatever flashed before my eyes for a split second. According to the info I have read on the net, this is where I set the various state/provinces tax for my products.

Except for this, I am truly amazed at all the features PS has to offer but what am I to do now. Try a reinstall and have all my hard work erased??

Are there any wizards out there that can help me with this problem. I'm a farmer, not a coder.
