Thickbox (add new "agrre conditions" but on other page)

Problem.I tryed to add the agree terms from order-carrier.tpl calling $css_files = array('css/thickbox.css' => 'all');
$js_files = array('js/jquery/thickbox-modified.js'); and other things.All i get when i click on page is the text in same window but not in pop-up window.I want to be showed on pup up image(calling thickbox.a script or something).PLEASE HELP
It's relative simple.
