Tax rule for all countries?

Hi there,

 

I need to set a common tax for all items and all countries. I tried to define a rule with selected All as a country. The rule gets saved but the tax doesn't apply.

 

The second problem is, that if I declare tax rule for store shop, it only works for unlogged customers. As soon as the customer gets logged in, he sees the tax-free version, even if according to documentation this should be added automatically.

 

Last but not least, I've added the said customer's tax to the tax rule and for some reason he still sees the price without tax.

 

I've double checked groups and all of them have Incl. Tax

 

Is it broken or am I doing something wrong?
