PS 1.5: change address didn't update the tax after add a voucher

Hi

 

I found a bug on checkout page.

My product tax rule is "CA 8.25%"

Without adding a voucher, the tax would be updated to 0 while I changed my address to NY and 8.25 of total product price while change to CA. This is correct.

 

After added a 10% discount voucher (exclude tax,shipping), the tax didn't change (0) while I changed my address to CA, but It showed 8.25% of total product price after I change the address to NY again.
