Why isn't Paypal module given as standard?

I installed Prestashop, the current latest version

 

I must have spent 20+ minutes searching for how I setup payment options using Paypal

It was't there

 

In the end, I had to download and add it

I researched other guides on how to activate Paypal and use - these seem to indicate that Paypal is included as default

 

What am I missing? Why was Paypal not there??
