I just changed the .tpl to show exactly what i wanted to show. you can make your maintainance page a lot better looking with basic html in that file. You can do this from the back office. Go to Preferences tab and set Enable Shop to No. On the same page (under the Enable Shop option) there's a field labeled Maintenance IP Addresses. Add your IP address there so that you can access your frontend while the shop is in maintenance mode.
