Problems setting permission on /sitemap.xml

I am unable to set permissions on the sitemap.xml file. I have tried using FTP, Dreamweaver and Filezilla. I am unable to even access the file on the FTP. In Filezilla and Dreamweaver it says "command not understood" . If I look at the file through the control panel it has full access. I am at loss how to proceed. Please help.

If you create a new sitemap.xml with your google module (my assumption you are using this module) does it create an updated file? i.e. does the file date/time change?

 

can you access any other files in your root directory that do not reside in a folder like index.php?

The site map file is the one on initial install. I have tried re-installing but I get the same error on the new file. I can access all the folders in the root directory and was able to change the permissions on them with no problem. The sitemap is a file not a folder, I am not able to change permission on any files only folders.
