Tax problem

Hello,

 

i have a problem (prestashop 1.4.9 upgraded from 1.4.6), i have configured the shop as 'use taxes' but as soon as a client add a product in to the chart:

1) the product price in to the chart is shown whiteout tax

2) if i refresh the product list the prices are shown as no-tax

 

i decide to reinstall it from scratch (empty dB reconfigured)... now:

1) the price to non registered users are show with-tax

2) as soon as an user log-in the prices are show with no-tax and the chart is no-tax (note that the user is part of a group that have set with tax and nation/state that have set with-tax)

 

 

Currently I'm starting to not understand what i miss!!!! Al the configuration shall be done as needed....
