Credit card declined notice?

Is there a setting to display to customers to let them know that the CC is declined (using Authorize.net)?

 

As it is, the cart simply returns to the cart summary, leaving the customer frustrated because they do not know that the card was declined.

We have the same issue if someone wants our product delivered to their office, and they do not enter there "invoice or billing" address, their card is declined because the zip code doesn't match but Authorized.net does not return a declined pop-up and then the cart is abandoned.  Any help would be appreciated.
