Change Capture Amount in Order Screen

I recently inherited a client that wants to be able to change the capture amount from within the order screen. They are currently doing this through Paypal’s interface, but would rather do it all in one place without logging into paypal. I have no idea why they want to do this, other than maybe they use the same inventory for their store as they do for their actual brick location, so they may contact the buyer and let them know and not charge for that out of stock item.

 

They had previously been on Zen Cart where they could change the amount and moved to Magento and are now looking at Prestashop as the interface is much nicer. Is there an module, or settings that will allow them to do this?
