A carrier doesn't appear on the front office

I've set 3 carriers like below

  1. Japan post by AIR
  2. Japan post by SAL (the conbination of air and ship)
  3. Letter Pack (only for domestic shipment)

1&2 are only for overseas, and 3 is only for domestic shipment, so made the Zone called 'Japan Domestic' and I took out Japan from the 'Asia' zone then put it into the 'Japan Domestic'.

 

I configure the carriers above like this

  1. All of the zones except 'Japan Domestic'
  2. All of the zones except 'Japan Domestic'
  3. Only 'Japan Domestic'

I also set the weight ranges for all 3 of them.

(Letter Pack has the flat rate 350yen for 0 - 4000g, so that's it)

 

I made the test account who lives in Japan, and I tested the purchase transaction, however the shipment cost on the bill page shows the cost of 1, not 3, and when I tried to choose 3 manually, only 1 and 2 are shown on the purchase page, but not 3, so I can't even choose it.

 

I've checked back-office again and again, but it seems nothing wrong at all.

I've set 3 as the default, but still it doesn't come up....

 

Does anyone have any idea about this issue?
