VortexTangent
Hey just wanted to share my situation with everyone in case someone else has the same issue. I've found that when upgrading on my local WAMP server (APACHE 2.2.22, PHP 5.3.13, MYSQL 5.5.24) using default configuration i.e. (user root, no password) the 1-click upgrade will always fail. Once I created a new user and set a password it worked fine, although, you may just need to set a password for root.

VortexTangent
Went the manual upgrade route. Once the script finished the admin panel looked like this I had to clear all my browser cache and history and restart the computer before being able to access the site normally again.
