tomerg3 Posted August 8, 2012 Share Posted August 8, 2012 You would need to create a new zone for each state, and move the state to that zone. Then add a new carrier for each of the states. You could also use the following module http://www.prestashop.com/forums/index.php?/topic/148747-module-localized-shipping-set-shipping-rates-by-country-state-or-zipcode-range-or-wildcard/ which does not require you to mess around with the states, gives you the ability to set a different free shipping for each state, and also provides a shipping preview in the product page + cart block without requiring the customer to log in.
