How do add an informational page?

I cannot figure out how to add an informational page without products and another page with a custom order form, like this http://dfwdesignertees.com/order.html

I know how to add a spot for them to upload images, but that's it.

i suppose you could create that page using the Tools | CMS section of the back office.
