Automatically offer discount on 2nd order

I have prestashop version 1.3.7.0 and would like to automatically offer a discount on the customer's SECOND order - they would be given the discount code after completion of their first order.

 

Any ideas?

create a module that hooks newOrder. the module would be responsible to determine if it was the first order, and if so, would create a 1 time use voucher for that customer.
