Design needed: Create theme from picture

I've got a theme suggestion as a jpg-file and would like to have that implemented as a working Prestashop theme, along with a few changes.

 

Alternatively we can use another theme that you create from scratch. I want a bright theme but my product pictures have dark backgrounds, so you will have to be able to solve this nicely.

 

Apart from the Prestashop theme you will also need to be able to design some graphics, like icons and wallpapers.
