Blockcart Keep Off Position when Load with IE8 or IE9

Hi,

 

I have this blockcart on my theme but some how the position is always off to the bottom when load in IE8 or IE9.

 

i have tried many changing the "DOCTYPE" but no luck.

 

Please help me how to fix this as the "Blockcart" always appear bottom of the table.
