Setting default tax rate for products?

When I create a new product, it appears I have to set the tax rate for the product, and the default value seems to be "no tax." I would like to change the default to be a specific tax rate (US-WA) to minimize the number of mistakes in forgetting to set tax rates for products when entering new products.

 

How can I do that?

I have similar issue/posting with 1.5. No matter what I try including in the SQL I can't get the default to set to the single tax rate I have. For me it is the last step to getting my imports to work without individual product editing. (import works, but still can't set so that new items default to single tax rate for new products)
