Mail Alerts - Sorting Product

Is there an way to sort the item list in the Mail Alerts email so that they are group by a ref-id? It seems to come in the way the customer puts them into the cart currently.

 

I've looked through the code a bit in the and I see where the items are being concatenated into a into all the list items, however, not sure how I'd go about reordering that.
