You can export a file of all e-mails who want to receive your email service. On the other hand, there are a lot of newsletter add-ons on prestashop website which help you make life easier on sending newsletters via mail. But as I said there are programs as add-ons you can use (and create your complete own html email or whateva you like) to send emails via your site. It won't be auto-send!
