1.4.7.0 Can not generate .htaccess file...please help

Hi,

 

I really need assistance. I have spent hours trying to figure this out and to no avail I'm stumped. When I attempted to generate the .htaccess file in the back office, an index text file is generated. After this occurred, every time i attempt to click on a tab in the back office (Preference, Tools...etc) the same file/popup is generated. I'm not sure what the issue is or how to fix this. Please help you guys!!! Here are the contents of the file:

What you say does not make much sense to me. Post a screen capture of the problem, i.e. pop-up displaying when you click on a tab. Also attach the text file generated when you try to generate .htaccess to your post. No need to post massive sections of code, everyone has access to those files.
