Shipping zones problem

On the shipping window I already configured, carriers, countries, zones and price ranges.

but when I try to place an order from within my country (not international) it gives me the international shipping rate by default, instead of the local shipping.

It seems like the shop is not recognizing the zones.

 

Please help.

no, I double checked everything, now I have created a new zone, my country has been assigned to this new zone to check if it is recognized, and still nothing, the customer test account have the same country too
