how to create hook from module without any core modification on prestshop files and db

hi, I am going to create hook from module but it does not works any more. I have modified on block advertising. here, I have sucessfully inserted data from module but could not create hook on it. below is my code

Why no forum support from prestashop ? Can we make hook without core modification ? If yes how we can do ? I am sure clients will be happy for manual process for making hook ..
