cart block has changed position

More things to try,

 

Go to modules and click the “Reset” link.

If that doesn’t work try uninstalling and reinstalling your cart.

 

Temporarily rename the BlockCart module folder and replace it with a fresh copy. Do the same with your CSS files.

Are you sure you are uninstalling the right copy. Sometimes there will be one in the main module directory and another in your theme folder. But from what I see you are using a default theme that has just the CSS adjusted right?

 

Also do you have Back Office > Preferences > Performance Force compile set to yes and Cache set to no while you test changes?
