[HELP] How to show VAT TAX without being logged in

Hy,

i made an online shop using presta 1.4.6.2, here is the link http://ndmedica.dev.ekontent.ro/ro/

 

The problem is that it only applies the VAT Tax when the user is logged in , how do i make it so it shows the VAT in the cart without being logged in, now it just shows some TAX : 2, and i don't even know where it gets it .
