Ad manager or "widget" like functionality

I am looking for some type of addon that will allow me to essentially add "banner blocks" to a hook. The goal is to create a hook on the home page content area and include a module that lets the client upload an image into that area (with a specified size) OR input their own HTML / Text.

 

If you have ever used OSCommerce you might be familiar with the included banner manager. I can't believe I am referencing an OSCommerce function because it's SOOO far behind the times, but this seems to be something missing from Prestashop.
