How to Hook Discount to a custom actionHook

Hey im trying to get my discount/voucher to react on my costum hook.

 

f.ex. i made a custom action hook on my productcomments that is executed when a comment is accepted, now i want my voucher/discount system to listen to this hook and generate a voucher to the costumer when this happends.

 

the problem is that the discount isent a module and so the $this->registerHook('nameOfhook'); will not work
