Date format in order confirmation email

I have an issue on my order confirmation email, the date format is on en/us (12H) instead of fr (24H).
ex: "03:14:44" instead of "15:14:44"
Do you know where can I fix that ? and how ?
Date is well displayed on the order history page.

Another question, where in the code is created and sent the order confirmation email ?
I search on the Order and Mail classes but I didn't found nothing.
