Sales Tax is not being added to orders?

I did a fresh install of 1.4.7 and am using the new template.

 

Sale tax is not being added to the orders, neither in the ajax cart, nor the shopping cart page. Not sure what I did wrong. Thank you for any help.

Do you have enable tax set to yes under payment/ taxes and have you ever had Prestashop with working tax.

Thanks for responding tdr170... I have enabled taxes and been back and forth for 2 days straight looking for a solution here... I am 99% sure all tax options have been enabled correctly - yet, this is still not working out for me. I even went so far as to manually change the tax group id in the sql tables and tax began to work - but added tax to ALL states instead of just US-CA (which is what I set it to) this is very disturbing - I will have a look at your page now - but, please - if you have the time I really need to get this figured out in a timely manner.
