USPS MODULE configuration tutorial

Hi,

Is there any tutorial on this subject, my usps account is in production but still cannot use this module, it always shows " "

There are no carriers available that deliver to this address.

"

 

I searched the forum but couldnt find any help on this, it seems many people are having the same issue.
