Carrier costs for each country

I need to configure the carrier costs to be different for diferent countries:

I have:
Zone 1 - Hungary ...
Zone 2 - Czech Rep, Slovenia, Slovakia, Bulgaria ...
Zone 3 - Poland, Germany, Belgium, Netherlands, Luxemburg, Lichtenstein, Austria, Italy
Zone 4 - Denmark, France, Great Britain, ...
Zone 5 - Greece, Finland, Sweden


Please advice me!

Setup more zones for each country you want specific shipping costs.
Don't forget to assign the country to the zone.

I have made some tests and the shop does not apply VAT tax even if is created and applied to products and shipment...
It seems it works only if the customer belongs to the default country of the shop.

you have also to edit the tax zones, where tax has to be supplied, as you made new zones.

Make sure when you add/edit the tax based on the zone, you have selected the correct country.

Speaking about Default Country of The Shop, I had an experience as follow. When I added a new State that had relationship to a Country which contains the States, then we had to change first before the Default Country of The Shop to the country that we want to add/edit the States, in order the default setting displayed in Country combobox is that country.

It means before that, we had to add first this country's language from Tools | Languages in Back Office before doing add/edit States (and also: zone) which have relationship to the country, then change default language to that country's language. Does anybody have the same issue? Please CMIIW. ;-)
