Order page error when no carrier

Hi,

 

I have a small problem with the order of client that are not in country who I have a carrier. I will not send order out my country, when i create an account with an adress of another country of mine, I can pass a order but any carrier is found (that's right) and when the button "next" is press the page display is the home page of the site but without layout.

 

It's possible to disallow acces to order for client not in my country? or if it's press the button next and no carrier are available for it, the page display is the home page?
