extra graph elements in template

Hi,

Simple question: Where I shoud add some extra pictures link (tpl, php?) for my page (for all page themplates). I add it very simple to background image in css, but I would like add some of them for decoration of page header, and footer too. I try to add some html to index.tpl, but it is visible only on main page. How effectively set z-index (to which elements? #page, #header or #div?) to have possibility to set order of graphic elements, when I add them more then one?
