Module problems on all installations

When i go into modules i get this error,

Now I have 2 sites on my server using this, It happens with both of them, UPS also gets a msg

Webservice test connection : UPS Webservice seems to be down, please wait a few minutes and try again

 

I have installed a brand new install and database it does the same thing
