Product level shipping costs by zone

I've search but haven't come across anything yet, so I apologize if this has been addressed elsewhere.

 

What I'm trying to do is have a flat rate shipping cost on per zone/product basis. We have different vendors that use our store to sell items. They have pre-calculated shipping costs at the product level for certain zones.

It looks like I can use the "Additional shipping cost" field for a product to add in a flat rate shipping cost, but I don't see an option to do this at the zone level.

 

Can this be done in prestashop? Is there an addon to achieve this?

 

Currently installed version 1.4.5.1, but plan on upgrading to latest release shortly.
