unicode of footer.tpl file

how could I change unicode of footer.tpl file I'm not familiar with php , I want to write persian language (FA) , directly into my tpl.file .

for example I write persian language in heading ... :

<p > {l s=' نوشته فارسی '} </p>

<h> {l s=' نوشته فارسی '} </h2>

please help
