You can create a new zone called say 'Domestic' and assign your home country to it.

 

Create a new Carrier and assign it to the new 'Domestic' zone.

 

Set up a price range for that carrier, for example:

 

$0 - $25 = $value

$25 - $50 = $value

$50 - $75 = $value

$75 - $10,000 + $0.00

 

This will apply the above charges only for the Domestic zone.

ah! you didn't mention anything about that. I assumed you were just using the default shipping module.

Do you know how the tracking information will be handled with default module?

I'm also using Paypal as the default payment method.

 

Is this diagram correct:

my site-->Paypal validates order-->I print the package label on paypal via(USPS lets say)-->tracking number comes back to my site.

As far as I am aware there isn't any tracking handling with the default module as it is not communicating with any other system.
