Error by Paypal Payment --> 10413 - Transaction refused - Version 2.8.2

Hello,

 

I set up my new Shop on my hoster. When I do transactions via PayPal I got this Error-Message (I've tested it with and without Debugging enabled).

 

The test product witch I have bought costs € 0.01 and I have no shipping costs enabled.

 

This is the error message after I logged into my PayPal Account and submitted the transaction with "pay now".
