My problem is this, to make a change in preferences is stuck and does not make the changes (check no errors).

Only happens on the General tab of the Back Office, in others if changes are made well.

I'm not clear about your performance settings. Turn on the force compile and off the cache/compile until you make the required changes than turn off force compile and turn on the cache/compile again. When the performance settings are in effect BO does not handle changes very well.
