Well, you can use Webplus to edit your HTML pages I guess but I think you really would need to understand HTML, CSS and ideally Smarty, JQuery and of course the structure of Prestashop (Where the files are you need to modify, understanding themes etc) to make lots of changes. Really a good CSS editor and HTML code editor (or even a text editor) would be OK. You might want to consider a editor that support smarty, packages like dreamweaver have extentions to support Smarty I believe but overall its not simply a case of opening a WYSIWYG hmtl editor and simply making changes like you can do in something like MS Word.

There are people who can install Prestashop for you - but its very easy to be honest - You may be better hooking up with someone who can install and provide ongoing help at an agreed rate for the time used.
