Need a wholesale discount rule module

We are developing an online store using prestashop were we will be selling Indian garments like sarees, salwar kameez, etc. We will be catering to both retailers and wholesalers. Thus we require a custom wholesale rule. It is as follows:

• For wholesale clients there has to be rule that atleast 50 products has to be purchased by them in case of sarees and salwar kameez.It does not mean that 50 pieces of one product or one variety but 50 products from the entire sarees and salwar kameez section. This rule should be editable and we should be able to change the minimum number of products anytime. Thus we should also have the option that in future we can set a rule that the wholesale client has to purchase 50 sarees or 50 salwar kameez. Also, since this is a multi store project, we should be able to select for which store the user can see wholesale prices. Thus if a user has been given access to see wholesale prices of sarees store then he should be able to see wholesale prices for only sarees and retail prices for all the other stores.
