Yes that will be possible to make such a change. Not sure right now how exactly long will it take. Firstly it depends on the customization level of a certain template.

Yes, that will be possible to create. And even possible to set as a module. It is, sure, more difficult than a simple change of a template to work with that. But yes it is possible. We will need to have a look at the exact store to make a specific estimation on the timeframe though.
