unable to select carrier in shopping cart

I am having the same problem and it is driving me mad... I have posted about this before but no response and I am getting really frustrated with it. I have followed all the tutorials and the manuals and still it does not work.

 

Mine just says "free shipping" on all cart, despite having set up the carrier and handling charge.

In the checkout process it does not offer any carriers to choose from.
