Paypal API problems

I am working with 1.3 because of difficulties and no or insufficient explanations with setup issues with 1.4. I have standard paypal setup and running; however this requires registration by customers in order to complete purchases. I have found numerous customers are shopping but this is not translating into sales due to registration. So I am trying to configure the paypal api module that comes with prestashop. All of the sandbox accounts are set up as necessary with paypal but when I go through in sandbox mode to test a purchase, it goes through all of the processes (ironically including a registration that the customer does not likely realize is occurring, including the entry of a password), including pulling the contact info from the test paypal account, but it leaves out the state. Continuing on the process and paypal gives the error of not having a state included in the request and so these errors are noted:

After the error it no longer is an option for the customer to purchase with paypal express. Eventually the customer process takes them back to the checkout, the customer has to go back and add the state in the shipping section, without the formerly chosen option for shipping and the process essentially deadends with the need to login. Unfortunately, the password entered does not work and the customer is prevented from getting back in. Not a good way to keep customers. I even got sick of trying to test purchase. Any ideas of what can be done to fix this, including the option to bring in the state from paypal?

exactly describes the problems with deadends in the checkout process...

To bump this one, and raise attention that MANY people running into the same problem / error messages...

Express checkout isn't collection ALL PP account details!

I mean common.., you are aware of this problem for quite a long time and didnt come up with a solution?

And no, the customers didn't put in wrong details..
