Custom Zones

Hi,

 

I need to set up many custom zones in the US.

 

A customer will identify the office they work out of when they register. Extra registration fields will include the office's name, address (address, city, state, zip), phone.

 

I will have a script find the closest store based on the city, state, zip of the store (this avoids the duplicate city issue). This will be their custom zone/store.

 

When they buy, they will be charged a special rate based on the store and/or quantity/dollars of their purchase,

 

Does the zone script match zip code (which is very unprecise) or city, state, zip. Does anyone know of a simple solution?
